2. SEQ Smart Region Digital Plan
The Smart Region Digital Plan provides a coordinated and forward ‑ looking pathway to lift South-East Queensland’s digital maturity, productivity, and regional competitiveness. Supported by $50 million in City Deal funding for Local Digital Priority Projects ($10M State, $40M Federal), the plan outlines the essential regional capabilities required to reduce duplication, streamline customer experience, and accelerate innovation across SEQ.
Drawing on global benchmarking, industry engagement, and council collaboration, the plan identifies four foundational programs; Common Data Environment, Seamless Region Digital ID, Accelerated Digital Infrastructure, and Digital Governance & Implementation. These initiatives will enable region ‑ wide digital collaboration, support priority pilot projects, and attract private sector investment at scale.
Together, these foundations position SEQ to operate as a genuinely integrated digital region, capable of delivering smarter services, preparing for rapid growth, and leveraging the opportunities ahead of Brisbane 2032 and beyond.

This report outlines the design of two (2) residential subsidy schemes: Organics@Home, which will provide composting units directly to residents and the introduction of a Resource Recovery eVoucher, which enables households to choose between a FLEXiSKIP collection or a free Resource Recovery Centre drop‑off. Drawing on trials and consultation with Brisbane, Logan and Redland Councils, both programs balance community expectations, service accessibility and financial sustainability. This report seeks feedback on the design approach and clarification of the approval pathway to progress the schemes to launch.
