5. Public Monuments and Memorials - Application to upgrade the War Memorial at ANZAC Park, Rosewood

5. Public Monuments and Memorials - Application to upgrade the War Memorial at ANZAC Park, Rosewood
This is a report concerning a Public Monuments and Memorials application received from the Rosewood RSL sub-branch, proposing an upgrade to the existing war memorial within ANZAC Park, Rosewood.
Recommendation
A. That the report be received and the contents noted.
B. That the Public Monument and Memorials application for the upgrade of the war memorial within ANZAC Park, Rosewood be approved to proceed to stage 2 of the application and approval process.
C. That the design for the upgrade of the war memorial within ANZAC Park, Rosewood be revised accordingly through stage 2 of the process, with consideration to the key points noted in the officer’s assessment of the application, as outlined in this report including;
(i) The corten panelling is reduced in size to ensure suitable passive surveillance to support community safety and asset protection
(ii) The standard park furniture (bench seat) is used in accordance with Council standards and specifications
(iii) A suitable alternative to inground uplighting is used and approved by Council.

This is a report concerning the repeal of the Public Monuments and Memorials Policy and the Personal Tributes within Council’s Open Space and Road Network Policy , and replacing these policies with a new policy titled Public Memorials Policy .

In accordance with section 150EF of the Local Government Act 2009 , Councillor Andrew Antoniolli informed the meeting that he has a perceived interest in Item 7 titled Development Application - 7213/2014/MAOC/A - Change (Other) Application - Material Change of Use - Special Industry (Enclosed Compost and Soil Conditioner Manufacturing Facility) and Associated High Impact Industry - Resource Recovery Facility Involving the Storing and Redistribution of Regulated Waste (Nugrow).
The nature of the interest is that the applicant made an election donation to a campaign that Councillor Andrew Antoniolli had in 2017. Councillor Antoniolli advised that legislatively he is not required to make this declaration as it is outside of the legislative period however having considered the matter, came to the conclusion that he can properly participate in the discussion of the matter and vote in the public interest.

This is a report concerning a change request to development application number 7213/2014/MAMC/D, that was originally approved by the Queensland Planning and Environment Court Judgment No. 107 of 2023 on 18 September 2024 and amended via minor change application 7213/2014/MAMC/E on 12 September 2025, for land situated at Lot 3 Unnamed Road, Swanbank and described as Lot 3 SP 289972. The approved use is for a Special Industry - Compost and Soil Conditioner Manufacturing Facility and the current other change application seeks approval for variations to the existing approval to facilitate the conversion of the existing facility to an enclosed Compost and Soil Conditioner Manufacturing Facility and include an associated Resource Recovery Facility Involving the Storing and Redistribution of Regulated Waste.

Councillor Marnie Doyle queried the proposed development on Brisbane Street, West Ipswich for Officeworks and concerns around the development of the site and impacts to traffic in the area.
