This is an update on the proposed artwork and signage proposed for the Queen’s Park Ceremonial, Healing and Remembrance Place.

MATTERS ARISING:

Councillors in attendance noted, discussed and raised questions on the updated information presented on the Queens Park Ceremonial, Healing and Remembrance Place.

Councillors queried the site location as well as community consultation with neighbouring properties in relation to works being undertaken on the site.

Councillors requested clarification on advice on aspects of the design.

Action: Responses to questions to be provided to Mayor and Councillors.

Manager Capital Program Delivery to provide more information to the Mayor and Councillors in relation to the community consultation with neighbouring properties including any lighting impacts.

3. Ti Tree Bioenergy Payments Governance Framework Review -

The current Ti Tree Bioenergy Payments Governance Framework is due for review.

In consultation with the Willowbank Area Residents Group (WAG) and relevant internal stakeholders, the governance framework has been reviewed.

There’s a high level of interest in the Ti Tree Bioenergy Funding from a community and councillor perspective given the available funding is currently approximately accrued to $6 million with an average of at least $1 million expected every year thereafter based tonnage collected at the Ti Tree waste facility. This has significantly increased over the past three (3) years and reframed the scope and potential opportunities for the funding.

This review has been undertaken with a primary focus of ensuring alignment and compliance with the 29 May 2002 Planning and Environment Court judgement and the associated independent interpretation of the court judgment sought by Council in 2017. The review has also considered lessons learnt and community feedback since the original framework was developed and endorsed by council in late 2020.

The current governance framework review proposes minor changes but also the addition of a new Community Fund offering city wide grants for eligible projects which can demonstrate the mitigation of adverse social or environmental impacts from the facility. As such, it is deemed appropriate to present the recommended changes to the Mayor and Councillors for noting or endorsement as was the case previously.

4. Greenwood Village Road and Redbank Plains Road intersection

4. Greenwood Village Road and Redbank Plains Road intersection

The Redbank Plains area has seen significant growth in recent years and subsequently infrastructure such as Redbank Plains Road is identified in Council’s LGIP and long term planning for upgrade works. Whilst some of this road has been upgraded to four (4) lanes, a section from Collingwood Drive west through to the Cunningham Highway remains as a two (2) lane road and is planned for upgrade within the next 10 year period.

Within this section of upgrade works is the intersection with Greenwood Village Road, which has poor site distance for vehicles exiting Greenwood Village Road and turning right onto Redbank Plains Road, which, along with the increased traffic, results in a safety issue. A recent development on Greenwood Village Road included a traffic assessment and resulted in a condition of approval to ban the right hand turn.

An independent review of the intersection has been undertaken by Point8, a traffic engineering and transport planning consultant, with the intent to determine if there are any other interim options for the intersection to improve driver safety until the ultimate signalisation is constructed. To compliment this review, a Speed Limit Review and Road Safety Audit was also undertaken.

The report found there is an immediate need to undertake action such as speed reduction on Redbank Plains Road and the banning of the right hand turn. It also identified the need for an interim solution and explored seven different options for the intersection, and modelled these against transport growth for the area to identify how long each modelled solution would be suitable for at this site.

Discussions included funding for an upgrade of the intersection as well as informing the community of any interim options to improve driver safety until the signalisation is constructed.
