In accordance with section 150EQ of the Local Government Act 2009 , Councillor Andrew Antoniolli informed the meeting that he has a declarable conflict of interest in Item 3 titled Disposal Process for Surplus Property.
The nature of the interest is that Councillor Antoniolli has a real estate certificate that enables him to act as a salesperson in the real estate industry. It is limited by the fact that Councillor Antoniolli has to be attached to an agency which he is not presently.
As no decision making or voting takes place at these meetings, this declaration is for noting only.

3. Disposal Process for Surplus Property
The purpose of this paper is to seek feedback on the proposed approach to undertaking an assessment of Council owned land and (where appropriate) it’s disposal. This briefing is to ensure the Councillors:
· Have comfort in the process governance; and
· Understand the range of outcomes from the process; and
· Are consulted on the information that will be presented when a decision on each property is sought

Councillor Jim Madden informed the meeting that he has a relative in the cemetery that is included in the Heritage Project – Pioneer Headstones, which he has previously declared.
Councillor Madden previously made this declaration at the Infrastructure, Planning and Assets Committee meeting of 22 April 2025.

Councillor Jacob Madsen informed the meeting that he does not have a conflict, however five (5) generations prior to him he has a least one (1) or two (2) relatives in the cemetery. Councillor Madsen believes that this is a remote connection.

4. Ipswich General Cemetery- Heritage Project - Pioneer Headstones
4. Ipswich General Cemetery- Heritage Project - Pioneer Headstones
During the 1970s, Cemetery Trustees organised a ‘clean up’ at the Ipswich General Cemetery, clearing overgrown areas and relocating 257 headstones from their original positions. In 2019, a safety audit of the headstones was conducted, which identified that the headstones were at risk of collapse. A capital project commenced in 2021 to address the safety concerns and preserve the heritage of the headstones. Community consultation and Council reporting occurred throughout 2022-2023, finalising the project's detailed design. The project is now shovel-ready and is awaiting budget approval to begin the works. At the Infrastructure Planning and Assets Committee meeting on 22 April, a briefing session was requested regarding the history of the capital project before the report returns to the committee for adoption.

Councillors in attendance noted and discussed the information presented on the Heritage Project – Pioneer Headstones in the Ipswich General Cemetery. Councillors raised questions on the repair of the headstones, placement of the headstones and identification of the headstones.
Manager Compliance to provide an updated report to a future briefing session/workshop with further information on catalogues and the current status of the headstones/graves.

This is a briefing session on the implementation matters associated with the Ipswich City Plan 2025 and Local Government Infrastructure Plan (LGIP) 2025, including key community issues. The session will cover a range of issues and topics, as well as highlighting supporting collateral to assist with ‘go live’ of the Ipswich City Plan 2025.

6. Councillor Discretionary Funding
6. Councillor Discretionary Funding
At the Community and Sport Committee meeting held on 20 May 2025, matters were raised regarding the eligibility of Councillor Discretionary Funds (CDF) program particularly in relation to school P&C/P&F Associations and the accessibility of the application process for small community groups.
This workshop will seek Councillor feedback to help inform any amendments for the 2025-2026 Councillor Discretionary funding eligibility and guidelines.

Councillors in attendance noted and discussed the information presented on the Councillor Discretionary Funding and a report with the revised policy will be provided to the Community and Sport committee for consideration.
