2. Open Space Maintenance Standards

This report is to inform Councillors on current state operations of Open Spaces Maintenance Standards, and actions identified and undertaken from the 2024 FieldForce4 review of mowing service delivery report.

MATTERS ARISING:

Councillors in attendance noted and discussed the information presented on open space maintenance standards.

Councillors asked questions on the category of parks, the level of mowing standards for sporting clubs fields, herbicide/weeding treatments in parks, and contractors and workforce. Manager Works and Field Services to provide information to the Councillors in relation to the questions raised.

3. Strategic Regulation Project - Step 1 Policy and Step 2 Process

With the need to undertake a comprehensive review of our current local laws comes the opportunity to take a holistic view of regulation and how, as a Council and a city, we can truly strive for the community vision of a city of opportunity for all .

Council has adopted a three-step approach, which in summary is:

· Step 1 (Policy): Development of a Strategic Regulation Policy (sets Councils strategic position for regulation and builds on the current Compliance and Enforcement Policy)

· Step 2 (Process): Repeal the current Local Law-Making Policy and replace with a ‘process’ that is a more contemporary/modern procedure . A schedule would be developed for future local law reviews.

· Step 3 (Local Laws): Comprehensive Local Law Review – Creation of a new suite of local laws. Creating a new suite of laws will be more efficient than amending the current suite

This session relates to Step 1 with the proposal to update the current policy so it will include Council’s overall position on regulation and not just how it responds to non-compliance; and to Step 2 with updating the current local law-making process to be more contemporary and repealing the current policy as a policy is not required under legislation.

This report addresses the operational aspects of the Council's street sweeping services and is presented in response to Councillor enquiries. It provides detailed information on the current status and future plans for street sweeping operations within the City of Ipswich. The report covers key areas including the number of street sweepers owned by Council, where the street sweepers operate including frequency and potential demand and opportunities for street sweeping.

Councillors in attendance noted and discussed the information presented on the street sweeper operations. Councillors asked questions on the street sweeping program and requested further information on the streets regularly swept as part of the twice a year program.
