1. New Planning Scheme

On 14 February 2025, the Honourable Jarrod Bleijie MP, Deputy Premier, Minister for State Development, Infrastructure and Planning and Minister for Industrial Relations, approved the new draft Ipswich planning scheme’s progression to adoption subject to nine (9) conditions. In his approval, the Deputy Premier also recognised the years of work and extensive community consultation that have been undertaken to achieve this significant milestone.

The conditions relate to a range of alignment issues with state interests, including the application of overlays (specifically the biodiversity and flooding overlays), the waste activities code, and ShapingSEQ 2023 – the regional plan for South East Queensland. A condition has also been imposed that requires the Springfield Structure Plan to be removed from the planning scheme and to exist as a stand-alone document.

This report, and associated briefing session, is intended to inform the Council of the State Government’s approval including an overview of the Minister’s conditions and what they mean, a discussion on the forward program towards adoption of the new planning scheme, and other associated matters including the name of the planning scheme and other affected items.

This report is concerning the intersection of Redbank Plains Road and Greenwood Village Road, Redbank Plains (the intersection). Following the consideration of an Infrastructure, Planning and Assets Committee report regarding the intersection, Council resolved that Council officers consider alternatives to full prohibition of right hand turns from Greenwood Village Road at its intersection with Redbank Plains Road.

3. waste collection services update on two new programs for the garden organics Rollout (Grow fogo fund) and improved recycling (Lets get it sorted fund)

Activities to progress the introduction of a garden organics (GO) bin service commencing 1 July 2025 are well underway and activities to improve use of kerbside recycling bins are now progressing. Both programs are designed to improve community acceptance and commitment towards diverting waste from landfill. Funding from the Department of Environment, Tourism, Science, and Innovation (DETSI) under GROW FOGO Fund and the Let’s Get It Sorted (LGIS) program have been secured to support these initiatives. This report provides an update on the GO bin roll out and outlines planned activities under the LGIS recycling improvement program.

4. Key Outcomes, Challenges & Learnings from Certified Agreement Negotiations & Industrial Action

The purpose of this report is to present a summary of the lessons learnt and key actions taken from the Certified Agreement Negotiations and associated industrial action following after action reviews held on 15 and 21 January with officers involved in the negotiation and industrial action response and the Executive Leadership Team.

After several months of negotiations and more than 20 meetings with the Construction, Forestry, Mining & Energy, Industrial Union (CFMEU), Australian Workers’ Union (AWU) and Transport Workers Union (TWU) representing Local Government Employees (LGE) and Resource Recovery employees, an agreement to council’s offer could not be reached. As a result, the three (3) unions provided rolling notices of industrial action on 13, 17 and 20 December. An in-principle agreement was reached in the early evening of 20 December 2024.
