1. Ripley Road and Fischer Road, Ripley - Road Upgrade Workshop

Infrastructure and Environment Department (IED) officers are seeking to confirm the scope of works to be included within the planning and design activities for the upgrade of Ripley Road (Cunningham Highway to Fischer Road) and Fischer Road (Nevis Road to Monterea Road), to allow the design to commence in the 2022-2023 financial year.

MATTERS ARISING:

Councillors in attendance agreed that the Manager Infrastructure Strategy proceed with Option 3 (New 4 Lane Road).

2. Natural Environment Strategy Development

2. Natural Environment Strategy Development

Development of a new Natural Environment Strategy is underway. The presentation in Attachment 1 provides a snapshot of the work done to date.

Scoping work involving a review of background information and undertaking meetings with internal technical experts (stakeholders) is completed.

The work to date has informed development of a draft scope, six (6) focus areas and suite of associated objectives. This draft strategic framework is being tested with internal and external stakeholders to inform prioritisation.

Engagement is yet to be completed, preliminary results from the workshops and meetings with stakeholders have identified the following strategic priority objectives for each focus area:

1. Waterways and wetlands

o Reduce sediment (pollution & salinity) entering our waterways and wetlands

o More native vegetation along our waterways and wetlands

2. Native plants and animals

o Increase protection and diversity of flora, fauna and ecosystems

o More natural environmental corridors connecting larger habitat areas

3. Aboriginal cultural landscapes

o Improve recognition of Aboriginal cultural landscapes and cultural heritage values

o Increased use of Aboriginal ecological knowledge in management of the natural environment

4. Urban greening

o Including natural (local) landscapes when designing and developing urban areas

o More corridors of natural (local) landscapes and vegetation in urban areas

5. Nature-based (outdoor) recreation

o Community connection to nature

o Increase community access to nature

6. Rural lands

o Increase corridors for native wildlife movement

o Reduce pest plant and animal species

Mayor and Councillors are being provided an opportunity for feedback and input on the draft focus areas and objectives.

Towards the end of May engagement on strategic priorities will be complete and draft strategy development will be underway. Mayor and Councillors will be provided opportunity to review draft document/s and provide feedback prior to community consultation.

MATTERS ARISING:

Councillors queried if many people have signed up on the e-panel, if data was available on the locations of the contributions on the Shape Your Ipswich platform, and also requested if they could be provided with a breakdown between Council and residents from the survey results.

Natural Environment and Land Manager to provide Councillors, once preliminary results are completed, with the breakdown between Council and residents, how many have signed up on the e-panel, as well as the locations of the contributions on the Shape Your Ipswich Platform.

3. KPMG Asset Management Maturity and Gap Analysis

3. KPMG Asset Management Maturity and Gap Analysis

This is a report concerning the current state analysis of asset management completed by KPMG under the Effective Asset Management (EAM) Project. Council engaged KPMG to conduct an Asset Management Maturity and Gap Analysis against the mandatory requirements of ISO 55000 international standards. The overall asset management maturity assessment determined that Council’s scored at a rating of 0.7 (Innocent) on the ISO 55000 maturity assessment scale. KPMG will provide an overview of their analysis and recommendations.

MATTERS ARISING:

The Councillors in attendance noted and discussed the information presented by KPMG including that the work completed by Council since the KPMG analysis was completed is likely to have positioned Council with a higher rating of 1.2.

Councillor Nicole Jonic was not in attendance for Item 4.

4. Queensland Raceway Lease Renewal

To provide an overview of the request from Motor Sport Queensland Pty Ltd to increase the existing lease term over part of the Ipswich Motorsport Precinct (Lease F), for a further ten (10) year period.

MATTERS ARISING:

Councillors noted the presentation delivered by Queensland Raceway.

Councillors discussed several aspects that should be considered with regards to the lease renewal.

Councillors noted that officers would commence negotiations with Queensland Raceway on their requested lease extension as a priority.

Councillors queried if events held at Queensland Raceway could be included in the Ipswich Event calendar. Manager Marketing and Promotions Manager to include future events held at Queensland Raceway to the Ipswich Event calendar.
