3. Draft Community Safety Strategy: Nicholas Street Precinct
This is a report concerning community safety in the Nicholas Street Precinct and surrounding area. The Community Safety and Innovation Manager prepared a draft Community Safety Strategy: Nicholas Street Precinct, as attached, for the review of council. To test the viability and relevance of this draft strategy, the Engagement Section conducted community engagement with key stakeholders in the precinct – business owners/tenants and landlords.
The results of this engagement, which can be found in the community engagement report attached, helped to refine this draft strategy, which, when approved by council will form the basis of a broader community-wide engagement program. This consultation will identify community “perceptions” about the precinct, including safety concerns, and what changes would need to be made for residents to consider visiting and utilising the new Nicholas Street Precinct. The results of this engagement will help to inform the final strategy and supporting framework, action plan and budget.
It is important to note that while this strategy and supporting community engagement is focused on the Nicholas Street Precinct, Council plans to roll-out a similar program across other areas within the CBD (including the Top of Town and the Bottom of Town), as well as in key locations across the city.

A. That Council endorse the attached Draft Community Safety Strategy: Nicholas Street Precinct, and support the creation of a framework, action plan and budget for the review of Council at the November Council meeting.
B. That Council support the delivery of a city-wide engagement strategy (late October to early November) to gauge community feedback around the use and activation of the precinct and perceived safety issues.
C. That Council consider the re-establishment of the Safe City Steering Committee.
