1. Response to Notice of Motion - Hotel and Short-term Accommodation (non-residential) Action Plan

This is a report concerning the response to the Notice of Motion moved by Mayor Harding at the Growth, Infrastructure and Waste Committee of 13 July 2023 - That a Hotel and Short-term Accommodation (non-residential) Action Plan be prepared and presented to the Council by November 2023 .

Recommendation

A. That the Hotel and Short-term Accommodation (non-residential) Action Plan be received and noted.

B. That Council proceed with developing an Investment Prospectus.

C. That Council develop an infrastructure charges reduction or waiver policy for hotel development.

Mayor Teresa Harding proposed the following variations:

- That the word ‘(non-residential)’ be removed from Recommendation A.

- That in Recommendation C the words ‘and permit fee’ be included after the word ‘charges’ and the words ‘and short-term accommodation’ be included after the word ‘hotel’.

That Recommendation D and E as follows be included:

D. That the word non-residential be removed throughout the officer’s report.

E. That in the fourth paragraph on page nine of the officer’s report, reference to 20 hotel providers be changed to 20 short-term accommodation providers.

2. Response to Notice of Motion - Heritage Trails and QR Code Options

This is a report concerning the response to the Notice of Motion – Virtual Heritage Trail moved by Councillor Nicole Jonic at the Council Ordinary Meeting of 27 July 2023. The recommendation was that a report be prepared and provided to the Growth, Infrastructure and Waste Committee regarding the implementation of QR codes to complement Ipswich’s Heritage Trails published on council’s Picture Ipswich website.

There are a range of technologies available for the implementation of trails. These present opportunities, however, some of these can be labour intensive or may not achieve the desired outcome.

4. Development Application (4670/2023/MCU) Recommendation - Proposed Multiple Residential (140 Dwelling Units and Ancillary Carketaker/Manager Studio)

This is a report concerning a development application seeking a Material Change of Use approval for Multiple Residential (140 Dwelling Units and Ancillary Caretaker/Manager Studio) over land at 10 Astral Court, Flinders View.

The application requires determination by Council in accordance with the Framework for Development Applications and Related Activities Policy , as more than 20 submissions objecting to the proposed development have been received.

The proposed development has been assessed with regard to the applicable assessment benchmarks. The proposed Multiple Residential (140 Dwelling Units and Ancillary Caretaker/Manager Studio) generally complies with the assessment benchmarks or can be conditioned to comply.

Councillor Andrew Fechner left the meeting at 9.52 am and returned at 9.54 am.

T hat i n accordance with Section 254H of the Local Government Regulation 2012 , the reasons for this decision are based on having regard to the general incompatibility of the development with surrounding area uses, the unacceptable substantial removal of vegetation, the major negative effect on flora and fauna including koalas, unacceptable traffic congestion including the development of the site with only one road in and out and the bushfire risk of the area.

5. Resource Recovery Infrastructure Plan - Finalisation and Implementation

This is a report concerning the finalisation of the Resource Recovery Infrastructure Plan (RRIP) 2023. The draft RRIP was released for community consultation in June 2023, focused on gathering input on user experience and design aspects for current and future resource recovery centres in Ipswich.

Overall, sentiment and findings from the community consultation conducted throughout May to August 2023 showed agreement and support towards Council’s plans for resource recovery and waste infrastructure in Ipswich.

6. Western Resource Recovery Centre Site Assessment - Initial Short List

6. Western Resource Recovery Centre Site Assessment - Initial Short List

Resource Recovery (RR) have been working on developing a shortlist of potential locations for a future Western Resource Recovery Centre to replace the existing site at Rosewood, that is no longer fit for purpose, insufficient for future needs both in size and capability and needs to be rehabilitated.

RR are working with a consultant to deliver an initial shortlist of suitable sites that met a list of criteria that had been developed and shared with the community. A comprehensive community engagement program has been underway for some period and all feedback from that process, including potential sites nominated by the community, have been fed into the process.

The confidential report attached highlights the list of eight sites identified for further detailed analysis and review, by the consultant. Noting that five of the original six previously considered sites, are also to be carried through for detailed analysis and review. This paper requests Council notes this next step for these sites and maintains strict confidentiality at this point in the process.

“The attachment/s to this report are confidential in accordance with section 254J(3)(g) of the Local Government Regulation 2012 .”

Recommendation

A. That Council notes the additional eight short-listed sites (named as 7 through 14), as outlined in the attached confidential report.

B. That Council notes further detailed investigation and assessment is required and will be undertaken on the short-listed sites.

C. That Council notes that the sites named as 1 through 6 from the previous assessment, with the exclusion of site 3 (545-583 Rosewood Laidley Rd Calvert), are also carried through for further detailed investigation and assessment.
