2. Proposed Ipswich Adopted Infrastructure Charges Resolution (No 1) 2023

This is a report concerning the adoption of the proposed Ipswich Adopted Infrastructure Charges Resolution (No. 1) 2023 to replace Council’s current charges resolution, the Ipswich Adopted Infrastructure Charges Resolution (No. 1) 2022. This is an annual exercise to ensure that Council’s charges for trunk infrastructure keep pace with increases in infrastructure costs, by applying the Producer Price Index (PPI) for Construction.

3. Provisional Projects Approval

This is a report seeking Council consideration of, and capital funding for, the Provisional Projects listed in this report.

The projects have been suggested by the Councillors for assessment against the Capital Investment in Provisional Projects Policy.

The projects noted in this report have been assessed by the Asset and Infrastructure Services Department and are considered consistent with the policy and are tabled for consideration by Council to progress.

RECOMMENDATION

That Council approve the Provisional Projects listed in Table 1 to design and construction in accordance with the Capital Investment in Provisional Project Policy.

4. Adoption of the new Public Works policy

Resolution: Moved by Mayor Teresa Harding:

4. Adoption of the new Public Works policy

The objective of this policy is to guide council officers and property owners regarding the construction, maintenance and management responsibilities of public works activities being performed on private land.

This newly created public works policy, once adopted, will apply to all councillors, council staff, contractors, and others that act on Council’s behalf to ensure they work in accordance with the policy principles and in accordance with the relevant legislation.

This policy will put steps in place to guide both council and the community.

RECOMMENDATION

That the newly created policy titled ‘Public Works Policy’ be adopted.

Councillor Paul Tully proposed an amendment to section 9.2 of the policy with the addition of the words ‘at full cost to the third party’ to be added at the end of the paragraph. Councillor Paul Tully also proposed that the words ‘newly created’ in the recommendation be changed to ‘proposed’.

Councillor Jacob Madsen arrived at the meeting at 9.16 am.

Mayor Teresa Harding proposed that the report be referred for consideration at the next Council Ordinary Meeting scheduled for 22 June 2023.

The seconder of the original motion agreed to the report being referred to the next Council Ordinary Meeting.
