This is a report concerning the procurement and recommendation to negotiate and enter into contractual arrangements with the suppliers listed in Confidential Attachment 1 for Electronic Security Services Separable Portion 1, Safe City Network, and Electronic Security Services Separable Portion 2, Asset Protection / Corporate Security.

A. That pursuant to Section 228 of the Local Government Regulation 2012 (Regulation), Council award Tender No. 250910-000127 / VP500584 for the provision of Electronic Security Services Separable Portion 1, Safe City Network and Separable Portion 2, Asset Protection / Corporate Security to the suppliers listed as per Confidential Attachment 1.
B. That Council enter into contractual arrangements with Supplier A and Supplier B at an approximate combined purchase price of $ 15,000,000 excluding GST over the entire term, being a term of two (2) years, with options for extension at the discretion of Council (as purchaser), of an additional eight (8) X one (1) year terms for each portion.
C. That pursuant to Section 257(1)(b) of the Local Government Act 2009 , Council resolve to delegate to the Chief Executive Officer the power to take “ contractual action” pursuant to section 238 of the Regulation, in order to implement Council’s decision.

This is a report concerning the recommendation to award Tender 5946 Road Rehabilitation Works - Augusta Parkway, Augustine Heights with the nominated supplier detailed in confidential Attachment 1.
Following a closed tender process utilising Local Buy 313 arrangement, the evaluation panel has completed a comprehensive assessment of all submissions received. Based on the evaluation criteria and scoring methodology, the panel recommends the appointment of a single supplier to undertake the Road Rehabilitation Works - Augusta Parkway, Augustine Heights.

That pursuant to Section 257(1)(b) of the Local Government Act 2009 , Council delegate to the Chief Executive Officer the power to take contractual action under section 238 of the Local Government Regulation 2012, to implement Council’s decision, provided that such contractual actions will not result in expenditure under the contractual arrangement exceeding the Total Council Approved Amount as specified in Confidential Attachment 1.

The Policy was adopted to guide Council’s approach to promoting active lifestyles and participation in physical activity across the community. The Policy reached its mandated review date in December 2023, triggering a review to assess its relevance and alignment with current strategic directions.

This report presents the outcome of the review of the Provision of Information to Law Enforcement Agencies Policy, which has reached its scheduled review date.
The revised policy renamed Provision of Information for Legislative Purposes Policy provides a clearer framework for managing External Legislative Requests (ELRs), ensuring council continues to meet its legal obligations while protecting privacy and handling information securely.

Recommendation

2. Local Law Review - Overgrown Properties
This is a report concerning an action from a previous Regulation Advisory Committee meeting regarding overgrown properties and the enforcement approach available through our current local laws. Our current local laws require a compliance notice to be issued first, and if not complied with, it is only then that a PIN can be issued. This drafting is not enabling Council to take more direct action where there are repeat offenders who are waiting for a notice to be issued before taking any action. The ability to issue a Penalty Infringement Notice (PIN) directly when there are repeat offences may assist in changing behaviours and reducing offences in the future. With a local law review underway this issue has been identified as one to address in the drafting stage of the review.

3 . Local Law Review - Community Engagement Outcomes 16 March – 6 April 2026)
This is a report concerning the final step of the Strategic Regulation Project, a comprehensive local law review. Outcomes of recent community consultation for the local law review are provided with recommendations on what should progress to the next stage of the review, the drafting of laws.
After discussion on the need for further clarity, the committee agreed to a change to the recommendations to clearly identify the matters proceeding to the next phase of the local law review.

4 . Local Law Review - Draft Local Law Framework
This is a report concerning the final step of the Strategic Regulation Project, a comprehensive local law review. This report outlines the draft local law framework and key drafting instructions that will be used to commence drafting of laws. Throughout the drafting phase, further internal consultation will occur. At the conclusion of this phase, draft laws will be presented to Council for consideration so the formal local law making process can commence which includes State Government interest checks and community consultation.

DISCUSSION
The committee discussed the timelines associated with the local law review and noted that the draft local laws will be presented to committee around November 2026 with the aim for formal community consultation to occur in late January/early February 2027.
