1. SRA MRF Briefing Presentation

As a member of the Sub-Regional Waste Alliance (SRA) established between Logan City Council, Ipswich City Council and Redland City Council for the purposes of investigating regional approaches to waste management and resource recovery, this report seeks to provide a confidential briefing to support the recommendations that are coming to the Growth Infrastructure and Waste Committee and allow time for discussion and explanations prior to that session.

For context this will be the final briefing before Council is presented with the recommendations to proceed.

The outcome that will be requested at Committee will be to seek Ipswich City Council’s endorsement to:

· together with Logan City Council and Redland City Council, establish Greenovate Pty Ltd as a beneficial enterprise pursuant to Section 40 of the Local Government Act 2009 for the purposes set out in the report titled Sub-Regional Waste Alliance Materials Recovery Facility (MRF) Tender Evaluation, Business Case and Establishment of Greenovate Pty Ltd Beneficial Enterprise, and appoint Directors;

· subject to the participation of Logan City Council and Redland City Council and the execution of an acceptable funding agreement being signed with the Queensland Government, refer to Greenovate Pty Ltd:

o the Tender Evaluation Report and Detailed Business Case for information; and

o the Design, Build, Operate & Maintain Contract of a Materials Recovery Facility contract documents for execution with Re.Group Pty Ltd; and

· allocate funding for Council’s security holding equity contribution in Greenovate Pty Ltd in a future budget amendment; and

· enter into agreements with Greenovate Pty Ltd to accommodate the construction and operations of a Materials Recovery Facility within the Browns Plains Waste & Recycling Facility.

MATTERS ARISING:

Councillors in attendance noted and discussed the information presented on the tender evaluation and business case for the potential establishment of Greenovate Pty Ltd as a Council owned beneficial enterprise to manage the future Sub-Regional Waste Alliance Materials Recovery Facility (MRF).
