Logan, Ipswich and Redland City Councils are the members of the South-East Queensland Sub-Regional Waste Alliance (SRA) – a strategic partnership formed to offer aggregated volumes of waste to the market for the purposes of attracting waste management and resource recovery solutions that support national, state and regional waste objectives and targets, and that would otherwise not be feasible for individual councils.
The Sub-Regional Waste Alliance proposes to establish a Materials Recovery Facility (MRF) at the Browns Plains Waste and Recycling Facility to process the contents of the yellow-lid recycling bins from the 3 Councils.
A Special Purpose Vehicle (SPV) is required to be established to provide the MRF ownership and governance arrangements between the three Councils. After a review of options available, it is proposed that this SPV be a beneficial enterprise company under the Local Government Act. The name of the proposed company is Greenovate Pty Ltd.
The purpose of this briefing is to provide Councillors with a presentation on the suite of company documents, including the purpose of each, their hierarchy and relationship to each other. This briefing is to provide Councillors with the opportunity to review and provide feedback on the company documentation prior to them being submitted to committee and council for adoption.

Councillors in attendance noted, raised questions and provided feedback in relation to the proposed Materials Recovery Facility (MRF).
