Recommendation
A. That in accordance with section 104(5)(a) of the Local Government Act 2009 and sections 174 and 175 of the Local Government Regulation 2012 , Ipswich City Council adopt the Annual Plan 2026-2027, which includes the Annual Operational Plan 2026-2027 from page 17 ( the annual operational plan) and Capital Works Program 2026-2029 from page 29 but excluding the City Annual Budget 2026-2027 from page 55, which has been detailed in a separate report from the Chief Financial Officer.
B. That the Chief Executive Officer be authorised to update the Annual Plan for 2026-2027 to incorporate the Core Business Services information in the Appendix and to make minor administrative changes as required.

That in accordance with section 104(5)(a) of the Local Government Act 2009 and sections 174 and 175 of the Local Government Regulation 2012, Ipswich City Council adopt the Annual Plan 2026-2027, which includes the Annual Operational Plan 2026-2027 from page 17 (the annual operational plan) and Capital Works Program 2026-2029 from page 29 but excluding the City Annual Budget 2026-2027 from page 55, which has been detailed in a separate report from the Chief Financial Officer and, the Core Business Services Appendix from Page 129 to 164.
B. That a separate Core Business Services document be prepared including resourcing associated with each service, Corporate and Operational Plan alignment, performance measures and all service activities, for consideration at the August Council Meeting following consultation with all Councillors.
C. That the Chief Executive Officer be authorised to update the Annual Plan for 2026-2027 to incorporate the Core Business Services information in the Appendix and to make minor administrative changes as required.

A. That Ipswich City Council receive and note the contents of this report concerning the 2026-2027 Budget and associated matters.
B. That Ipswich City Council receive and note the Statement of Estimated Financial Position for the previous financial year 2025-2026, outlined in Attachment 1.
C. That in accordance with section 81 of the Local Government Regulation 2012 , Ipswich City Council decide the different rating categories of rateable land in the local government area as follows:
(a) the rating categories of rateable land in the local government area are in column 1 of the table below which is stated in Part 2 of the 2026-2027 Budget in Attachment 2;
(b) the description of each of the rating categories of rateable land in the local government area are in column 2 of the table below which is stated in Part 2 of the 2026-2027 Budget in Attachment 2;
(c) the rating category to which each parcel of rateable land in the local government area belongs, is the rating category which is included in the Council’s rating files at the date of issue of a relevant quarterly rating assessment notice.

A. That pursuant to section 198(1) of the Local Government Regulation 2012, Council adopt the Procurement Policy contained at Attachment 2 to this report, to take effect from 1 July 2026, which aligns with Council’s Strategic Contracting Procedures governance framework .
B. That pursuant to section 222(1) of the Local Government Regulation 2012, Council adopt the Procurement and Contracts Manual, contained at Attachment 3 to this report, to take effect from 1 July 2026, which sets out Council’s procedures for carrying out all contracts from 1 July 2026.
C. That pursuant to section 220(2) of the Local Government Regulation 2012 , Council adopt the Annual Contracting Plan (ACP) (as contained as Attachment 4 to this Report) for the 2026-2027 Financial Year.
