2. Waterway Recovery Capital Expenditure Subprogram

2. Waterway Recovery Capital Expenditure Subprogram
This is a report concerning the creation of a new capital works subprogram, titled the ‘Waterway Recovery’ subprogram.
This report also outlines the prioritisation process employed for the assessment of Waterway Recovery projects, as well as the prioritised list of projects for delivery in the 2021-2022 financial year, detailed in Attachment 1.
RECOMMENDATION

A. That a new Waterway Recovery capital works subprogram be created to allow for the delivery of capital projects directly addressing waterway recovery as guided by the Waterway Health Strategy for environmental and biodiversity outcomes.
B. That the prioritised list of projects (Attachment 1), be considered when implementing the Waterway Recovery subprogram as part of the 2021-2022 capital works portfolio.

3. Notice of Motion - Review of Disaster Management Policy
This is a notice of motion submitted by Councillor Russell Milligan concerning a review of council’s Disaster Management Policy.
Councillor Russell Milligan gave notice of his intention to move the following motion at Council’s Environment and Sustainability Committee of 19 November 2020:
RECOMMENDATION
Moved by Councillor Russell Milligan:
Seconded by Councillor Kate Kunzelmann:
A. That Council review its Disaster Management Policy to confirm that appropriate measures are in place to cater for future weather events.
B. That the Disaster Management Policy be amended to change the review term from 2 years to every year immediately following the traditional severe weather season.
C. That a report be provided to a future Council meeting outlining the various weather events and thresholds in place to determine our response and that of other agencies, and what this means to the community by way of support and assistance available .
VARIATION TO MOTION
Mayor Teresa Harding proposed a variation to the motion:
That the following words be added to the end of Recommendation A:
‘and that feedback be sought from councillors by way of a briefing session in relation to the first policy review’.
The mover and seconder of the original motion agreed to the proposed variation.
