1. Proposal to Acquire Property at WOOLSHED with Enviroplan Levy Funds
Sixty five (65) hectares of significant conservation land at Woolshed is proposed for voluntary acquisition. It is proposed the Ipswich Enviroplan program and levy funds be used to acquire this land and secure the site. Funds required are outlined in the confidential background information.
The attachment/s to this report are confidential in accordance with section 254J(h) of the Local Government Regulation 2012 as they contain negotiations relating to the taking of land by the local government under the Acquisition of Land Act 1967 .
Mayor Teresa Harding moved the recommendation with an adjustment to the property address in the report and recommendation to amend the suburb of Grandchester to Woolshed.

Recommendation
A. That Council authorise the Chief Executive Officer to negotiate a contract with the property owners of the property outlined in Attachment 1 at Woolshed for environmental purposes.
B. That the Chief Executive Officer be authorised to enter into and execute the contract of sale with the property owners outlined in Attachment 1 for Council to acquire the property at Woolshed and to do any other acts necessary to implement Council’s decision to acquire this land in accordance with section 13(3) of the Local Government Act 2009 .

2. Stormwater Quality Offsets Program Capital Works Portfolio Sub Program - List of Projects 2021-2022
This is a report concerning the Stormwater Quality Offsets Program capital works portfolio.
The Stormwater Quality Offset program uses voluntary developer contributions to fund off site projects which reduce equivalent loads of Total Nitrogen, Total Phosphorus and Total Suspended Solids entering the receiving waterways in lieu of onsite assets.
The ICC Stormwater Quality Offsets Program Implementation Plan is currently under review with the objective of providing at least a 5 year guide and prioritisation (in accordance with the Ipswich Planning Scheme Implementation Guideline 24 ) associated with the design and delivery of water sensitive urban design outcomes and broader initiatives aimed at improving water quality. A number of priority projects have been identified and assessed against the prioritisation methodology for delivery in the 2021-2022 financial year capital works program. These are presented for consideration in the projects list (Attachment 1).

3. Capital Works Priority List of Disturbed Land Management Projects 2021-2022 - Landfill Rehabilitation Sub-Program
This is a report by the Planning Officer (Environmental Management) concerning the Disturbed Land Management (DLM) project listing that forms the DLM capital works portfolio as part of the Landfill Rehabilitation Sub-Program .
Please note, this report and the regular program does not include the proposed capital project investment for the re capping of Whitewood Road North Closed landfill. This project is estimated to cost approximately $7 million over two financial years. This will be detailed and proposed within a separate report.

A. That the prioritised list of projects, as detailed in Attachment 1 of this report, be considered when developing the ‘Disturbed Land Management’ sub-program as part of the 2021-2022 budget and future capital works portfolio.
B. That the Landfill Rehabilitation Sub-Program, as it is currently termed within the Asset Rehabilitation Program , be renamed to Disturbed Land Management Sub-Program to be consistent with other internal documents and captures not only closed landfill sites, but mine sites and other contaminated land.
