1. iVolve Program Update

1. iVolve Program Update

The iVolve Program is continuing to make progress across ElevateHR, ElevateAWM and ElevateSafety.

Overall program status has shifted to Red due to a delay in ElevateHR . The June Go-Live is no longer achievable, as current configuration progress and end-to-end testing outcomes present an unacceptable risk to payroll accuracy and employee experience. A revised Go-Live target of August has been established.

ElevateAWM remains Amber , reflecting ongoing delays in finalising asset data structure, preparation and loading, while Fleet Services implementation as the initial Brightly adopter remains on track.

ElevateSafety remains Green with Phase 1 tracking to schedule for September delivery.

As program timelines begin to converge, delays within ElevateHR may have flow-on impacts to both ElevateAWM and ElevateSafety, particularly where dependencies exist across integrations, shared resources, and readiness activities. This convergence also places increased pressure on organisational change capacity, noting there is a finite ability for the business to absorb multiple concurrent changes.

2. Workers Compensation Insurance Arrangements

Note: This report contains confidential information. There is a confidentiality agreement between Ipswich City Council (ICC) and WorkCover Qld (WCQ) regarding the information supplied by WCQ.

Council is currently insured for workers compensation through Local Government Workcare (LGW). LGW is a local government self‑insurance scheme established in 1998 by the Local Government Association of Queensland (LGAQ). It operates as a mutual risk pool, with participating councils collectively funding and sharing responsibility, and risk, for workers compensation costs. Annual contributions are paid into a shared fund used to meet statutory claim liabilities and scheme operating costs. As a result, council’s workers compensation costs are influenced by both council’s own claims experience and the overall performance of the scheme.

This briefing session is intended to discuss the current insurance arrangements, along with an alternative insurance quote provided by WCQ. WCQ is a Queensland Government owned statutory body.

Councillors in attendance noted and discussed the information presented on Workers Compensation Insurance Arrangements. A request was made for a presentation by both LGW and WCQ to explain their service offerings.

The Council of Mayors (SEQ) is a regional advocacy group representing the interests of the councils in South East Queensland. Mr Scott Smith, Chief Executive Officer, will provide an update on key decisions, challenges and achievements in recent months.

4. Waste and Circular Economy Transformation Policy Directive Review - Workshop #1

In 2020, Council adopted the Waste and Circular Economy Transformation Directive (WACETD) in response to increasing landfill expansion and volumes of incoming regional, state and interstate waste, odour and environmental impacts, and shifts in Queensland government waste policy settings.

There have been several strategic shifts since 2020. The purpose of this workshop is to refresh the WACETD and inform the development of an updated strategic policy position for Ipswich City Council.

A separate report has been provided to Mayor and Councillors ahead of the workshop #1, titled: Background to the Waste and Circular Economy Transformation Policy Directive Workshop Series.

Councillors in attendance noted and discussed the information presented on the Waste and Circular Economy Transformation Policy Directive Review – Workshop 1. Councillors raised questions on a range of topics and were interested in a number of experts attending a future briefing session/workshop to present information.
