1. Infrastructure Funding Gap

The purpose of this report is to provide a high-level overview of the current infrastructure funding issues, the extent of the infrastructure funding gap and identification of options to address these concerns, with a particular focus on the delivery of trunk infrastructure and the new draft Local Government Infrastructure Plan 2024 (LGIP).

The session is intended to be interactive and will include a presentation summary, an update on advocacy work being undertaken with the State, and time for discussion of options.

MATTERS ARISING:

Councillors in attendance noted and discussed the information presented on the infrastructure funding gap and raised questions on trunk and non-trunk infrastructure.

Executive Leadership Team through the Chief Executive Officer to provide to the Mayor and Councillors a list as they arise of trunk and non-trunk infrastructure projects.

2. Strategic Priorities

This forms part of the regular strategic priorities workshops for the Mayor, Deputy Mayor and Councillors to meet with the Chief Executive Officer and the Executive Leadership Team to discuss strategic priorities, opportunities, challenges and risks.

This workshop will focus a number of key topics raised for further discussion during the 2024-2025 Annual Plan and Budget Build process including:

· Open Space Review – outcomes and opportunities following recent review of Open Space

· Levies and Charges – Review opportunities and approach to possible future introduction of Infrastructure Levy including legal advice regarding rate in the dollar and differential levy

· Indoor Sports Facility - Planning for future indoor sport and recreation facility needs based on demand assessment

An action of the 2024-2025 Budget and Annual Plan process was for a briefing to Mayor and Councillors on the Safe City and Asset Protection function of council.

4. Greater Springfield Chamber of Commerce 2024-2025 Opportunities and 2024 to 2026 Partnership Agreement with Council

Ipswich City Council continues to have a productive working relationship with the Greater Springfield Chamber of Commerce (GSCC).

GSCC will discuss the opportunities for Ipswich in the coming year or two.

The renewal of Partnership Agreement with GSCC is also the subject of this Mayor and Councillor briefing session.

Note: This item was postponed and will be presented at a future Councillor Briefing Session.

Ipswich City Council continues to have a productive working relationship with the Ipswich Region Chamber of Commerce (IRCC).

IRCC will discuss the opportunities for Ipswich in the coming year or two (2).

The renewal of Partnership Agreement with IRCC is also the subject of this Mayor and Councillor briefing session.
