The Resource Recovery Section (Ipswich Waste Services) operates across a broad, busy and varied spectrum, including capital works and other significant contract and project activities, the attached presentation will discuss a wide range of these, as well as the annual results for 2021-2022.
The briefing will cover the following areas of operations: Ipswich Waste Services Overview, Resource Recovery Infrastructure, New fleet status, Day of service / week of service changes, Somerset recycling rollout, FOGO (DES Funding), CoMSEQ PMO, Summary of the 2021-2022 Kerbside Large Items Program and the Sub-Regional Alliance – Material Recovery Facility (MRF).

4. Western Recycling and Refuse Centre Feasibility Assessment
4. Western Recycling and Refuse Centre Feasibility Assessment
ATC Williams (ATCW) has been engaged by Ipswich City Council (ICC) to conduct the site assessments and to provide a conceptual design of a new Western Resource Recovery Centre (RRC). A new RRC is required to service the Rosewood-Thagoona-Walloon corridor, which is expected to experience significant population growth up to 70,000+ residents by 2031.
The attached presentation, and report will discuss the methodology of the initial desktop study, including the multi-factor approach utilised for the six (6) potential sites and the outcome of the assessment. The detailed information is provided in the attached ATC Williams report.
MATTERS ARISING:
Councillors in attendance noted and discussed the information presented on the Western Recycling and Refuse Centre Feasibility Assessment, and agreed on recommendation 2 which is to pause activity and use the criteria developed through the ATC report to undertake a large scale reassessment of any and all potential sites in Western region – to be followed by some form of significant community engagement.

To allow Council full engagement in the delivery of the Inland Rail project, Council officers have negotiated terms of two contracts: an Upstream Deed between Council and Australian Rail Track Corporation, and a Downstream Deed between Council and the preferred contractor, Regionerate Rail. McCullough Robertson Lawyers have been providing legal advice to Council during this process and will present the key aspects of the two (2) deeds to Council.

This Briefing Note concerns active litigation in the Planning and Environment Court.
The litigation arises out of a decision taken by Council to refuse a Development Application by Griffith Group One Pty Ltd (“Griffith Group”) for a 100 place childcare centre at 54-56 Arthur Summerville’s Road, Karalee.
Council is asked to consider Confidential Attachments 1, 2 and 3 regarding this matter .
