1. New Local Government Infrastructure Plan (LGIP) Project Open Space

On 29 March 2022, the report titled New Public Parks LGIP was presented to Councillors to discuss issues, considerations and proposed direction for the new public parks Local Government Infrastructure Plan (LGIP) and Desired Standards of Service (DSS).

Further, it was proposed that three (3) DSS options, including a preferred DSS option, be presented to Councillors at a future workshop forum to discuss the new direction and the proposed LGIP and DSS for public parks.

As such, the primary purpose of this report is to engage with Councillors to discuss and seek in-principle support for a new DSS. In addition, this report provides Council with several supporting documents that inform the preparation of a new LGIP.

Proposed New DSS

The primary purpose of this report is to seek in-principle support for the proposed new DSS. As such, as discussed in the attached New LGIP DSS Options Analysis Summary (refer Attachment 5), this report presents option two (2) as the preferred new DSS option and is considered most appropriate for Council and the City at this point in time. Based on the evolution of the project to date and the various assessments and recommendations, it is proposed that that following DSS be supported to allow the new public park project to proceed to modelling and costing stages:

2. CEO Healthy Waterways Report Update

Healthy Land and Water (HLW) is the regional Natural Resource Management group for South East Queensland, providing independent and scientific assessment of the region’s waterways. Council has been a partner with HLW, in its various forms, since the late 1990’s.

Each year HLW produces an annual report card and grade on waterway condition for Moreton Bay and SEQ major rivers, including the Bremer River. More recently, HLW commenced a review of the report card in response to stakeholder feedback and broader NRM principles.

3. Thought Leaders Bull and Bear - Environment Session

As part of the Thought Leaders series, presentations have been arranged by external presenters. These workshops are delivered by an individual or group of presenters who are subject matter experts. The intention of these sessions is to provide the Mayor, Deputy Mayor and Councillors with information on core topics to deal with planning issues, which may inform policy development into the future.

These are intended to be a briefing session with some opportunity for workshop style discussion. There will not be a need to make decisions during the discussion.

In September 2021, Ipswich Waste Services (IWS) commenced a FOGO Trial to test in-house waste management infrastructure (including kitchen caddies) in conjunction with a series of sequenced education, marketing and incentive programs aimed at reducing contamination and improving organic diversion and recycling rates.

5. Consideration of funding signalisation of Eden Station Drive associated with Brisbane Lions Facility

5. Consideration of funding signalisation of Eden Station Drive associated with Brisbane Lions Facility

Council, in partnership with the Brisbane Lions Australian Football Club (BLFC), is constructing a sports ground and centre of excellence at the Northern Sportsfields located on the corner of Eden Station Drive and Springfield Greenbank Arterial.

As part of the development approval, signals are required to be installed at the entrance to the Lions facility onto Eden Station Drive. The signals are also required for the proper future operation of the other Council owned sports field located on the opposite side of Eden Station Drive.

The Brisbane Lions have now approached Council seeking funding for a portion of the signalisation costs.
