1. Urban Greening Plan
Urban greening is an important part of making a resilient and liveable city which protects vegetation and wildlife. The urban forest, urban corridors, and greening within public and private realms make up what we refer to as ‘urban greening’. The intention of this Urban Greening Plan (the Plan) is to set an informed and evidence-based direction in achieving increased vegetation cover in priority areas within the urban footprint of Ipswich to best achieve the multiple benefits it can provide. The outcome of the Plan is to provide a road map to improve urban conservation and biodiversity while increasing greening benefits. Urban greening benefits include mitigation of the impacts and effects of climate change, reduction of urban heat island effect, provision of shade and cooling, carbon sequestration, absorption of air pollutants, filtration of stormwater, provision of mental and physical health benefits, and provision of habitat for urban flora and fauna, increased aesthetic amenity and character values.
This Plan aims to strategically increase the quality and quantity of beneficial vegetation on a variety of land types within the urban footprint. This includes assessing and improving current conditions (canopy cover and connectivity of existing green space) as well as guiding future greening requirements through the implementation of greening projects which will be planned and delivered in collaboration with key stakeholders.
The key drivers for the plan include iFuture 2021-2026, specifically Theme 3 Natural and Sustainable, as well as various Ipswich City Council policies and strategies.
The four (4) focus areas of the Urban Greening Plan are:
Focus Area 1 – Green the urban footprint of Ipswich
Focus Area 2 – Manage the interface between greening and infrastructure
Focus Area 3 – Enhance biodiversity and waterway health
Focus Area 4 – Strengthen community education, awareness, and stewardship of urban greening.
Targets and key actions in relation to the focus areas will be developed through key stakeholder workshops and implemented through council programs.

Councillors queried if an outline of the two (2) programs ‘Urban Greening’ and ‘Beautiful Ipswich’ could be provided to them. Natural Environment and Land Manager to provide the Councillors with an outline of the two (2) programs.
Councillors Nicole Jonic, Andrew Fechner, Sheila Ireland and Deputy Mayor Jacob Madsen were not present for the commencement of Item 2.

As part of its membership, the Council of Mayors (SEQ) provides a quarterly update to Ipswich City Council on the latest developments regarding its key regional projects and initiatives.
The quarterly update is presented by the Council of Mayors (SEQ) CEO, Mr Scott Smith.

The DTMR T2B project team have now concluded their overall draft deliverables and are working through the final assurance and senior executive review and approvals of the Preliminary Evaluation stage works.
As a follow up to the initial briefing to Council provided in October 2021 and as per the T2B agreed stakeholder engagement plan, TMR and the DITRDC have requested the opportunity to provide Ipswich City Council a second confidential Mayor and Councillor briefing session on the Preliminary Evaluation stage assessment and findings.
Due to the confidential nature of the content – the presentation material will only be available at time of briefing.

4. Cherish the Environment Foundation Deed of Separation and associated documents
4. Cherish the Environment Foundation Deed of Separation and associated documents
In March 2021, a report was presented to Environment and Sustainability Committee proposing that Council seek legal and governance advice in order to develop an exit strategy for Council from the Cherish the Environment Foundation.
This briefing is to present Councillors with the progress of the exit strategy.
Further to this, Cherish the Environment Foundation has committed to preparing a revised draft Constitution to reflect the changes in membership following the exit of Council.

The Councillors present discussed the progress of the exit strategy.

5. Strategy Development Centre of Excellence Project Update
5. Strategy Development Centre of Excellence Project Update
A Strategy Development Centre of Excellence project (“the strategy project”) has commenced with a Strategy Development Advisory (SDA) Group established to oversee the projects deliverables. The strategy project was initiated as the need for a consistent process for developing strategy was identified.
Once the process for developing strategy is finalised supporting resources will be developed including templates and guidelines to enable successful implementation by the business. The SDA group are partnering with USQ for the development of training to ensure rigour and obtain access to the extensive research library the university has to offer future strategy development.
Important to note:
· The scope of this workshop is to discuss the strategy development process and seek feedback.
· The workshop won’t be covering what strategies Council currently has or needs; or discuss other documents such as iFuture.
