1. Queensland Climate Resilient Councils (QCRC) - Governance Assessment Recommendations

Ipswich City Council joined the Queensland Climate Resilient Councils (Q CRC) program administered by the LGAQ in April 2019. As part of the program, a free Governance Assessment was undertaken by Climate Planning in November 2019 to February 2020 to identify Council’s current strengths and areas for improvement in considering and responding to climate risks in core decision making documents. The assessment consisted of a review of Council’s public corporate documents, interviews with key Council stakeholders in relation to how climate change is addressed within Council and a staff survey which received nearly 90 responses. A report was delivered with detailed recommendations, under 17 governance indicators, for strengthening Council’s governance regarding climate change and highlighted specific legal and insurance risks for Council to consider.

To round out the Governance Assessment process, Climate Planning and the Q CRC program manager are returning to Council to brief the Mayor and Councillors and the Council staff with the findings and recommendations of the report.

The purpose of this briefing session is to provide an overview of the iVolve Project and the subsequent reporting that will be submitted to the Governance and Transparency Committee on a quarterly basis.

MATTERS ARISING: General Manager Corporate Services to distribute an email to all councillors attaching the statement of works for the business partner procured by council to support the completion of the preliminary business case.

3. Deebing Creek Heritage Centre

To achieve the Deebing Creek Heritage Park, it is essential for there to be a shared vision and understanding of what is required and the roles all parties will play in the delivery.

There is commitment and willingness from the developer and the traditional owners to work together with Council. There is a demonstration that the traditional owners understand the expectation from Council about how the park land would need to be operated and managed to make it acceptable to Council and the broader community.

There is the very strong desire and position from the traditional owners for them to have tenure over the land as a fundamental starting point in the journey to achieve the vision.

The Deebing Creek Heritage Park, would see the closure of the negative recent issues surrounding the Mission site and would provide Council and the community with a significant deliverable under Council’s Indigenous Accord.

MATTERS ARISING: The General Manager Planning and Regulatory Services to seek input from Council’s Indigenous Liaison Officers as well as information on any similar centres/ museum that maybe operating and that a report be presented back to Council.

Council received a request from the Brisbane Lions to name the AFL sports field in the Northern Sport fields at Springfield Central.

This briefing provides details of the proposed facilities which will be included in the development, the justification provided by the Brisbane Lions for their naming suggestion and provides a number of options for Council to consider.

MATTERS ARISING: That the Development Planning Manager organise for the Brisbane Lions to address council on the naming of the Northern Sports fields.

5. Naming - Nicholas Street and Ipswich Central

This workshop is intended to deal with the implementation of previous naming decisions of 24 September 2020 and implementation of the necessary changes to incorporate correct addressing of properties and features for the continued opening and activation of the Nicholas Street Precinct.

The briefing note also includes discussion regarding the use of the name ‘Ipswich Central’ in accordance with current place naming legislation.

MATTERS ARISING: That the recommendation for council to consider be: renaming ‘Ipswich City Mall’ to ‘Nicholas Street’ and renaming ‘Union Place Mall’ to ‘Union Place’.

MATTERS ARISING: That council communicate to the Department of Natural Resources and Mines that the name ‘Ipswich Central’ be used to describe a precinct ie; ‘Ipswich Central Precinct’ as this is Council’s business district and was never intended to be a place name.

6. Draft Sustainability Report - Strategy Overview

This report concerns the development of Council’s Sustainability Strategy. The purpose of the Sustainability Strategy is to strengthen Council’s commitment to sustainability, specifically by setting out actions which support long-term sustainable benefits to the natural environment, economic viability and social wellbeing.

The development of the strategy to date, has involved consultation with internal stakeholders (council employees) and utilising the results from extensive community and staff consultation that was completed for Council’s Sustainability Policy in 2020.

To further the development of the Sustainability Strategy, Council officers are seeking feedback and comment regarding the direction and general content of the draft Sustainability Strategy and associated strategic framework. In addition, Council officers would like to present the Sustainability Strategy overview to the Mayor and Councillors to socialise the strategy content and strategic framework.

MATTERS ARISING: That the Emergency Management and Sustainability Manager provide a briefing note to councillors in relation to council’s proposed Sustainability Strategy including benchmarking from other council’s across Australia including corporate ASX200 companies. Also to be included is options in relation to budget including incorporation into the budget build process.
