The People and Culture Strategic Plan operates from January 2020 to December 2021. The plan contains seven (7) strategic objectives which guide the current and future strategic human resource related initiatives for Council. Councillors are advised that objectives are on-track and adequate resources are available in the organisation with some assistance from external providers to deliver the key initiatives.

2. Sub-Regional Waste Alliance - Expression of Interest
Ipswich City Council has been participating in a South East Queensland Sub-Regional Alliance of councils that involves Logan City Council, Redland City Council, Lockyer Valley Regional Council and Somerset Regional Council (the Sub-Regional Waste Alliance) to conduct an Expression of Interest (EoI) for resource recovery and/or waste disposal services. Logan City Council has led the EoI procurement on behalf of the Sub-Regional Waste Alliance.
The EoI process is an initial ‘discovery’ process available under section 228 of the Local Government Regulation 2012. The EoI process gives a local government an appreciation of the solutions offered by the market and can be used to identify a short list of respondents that it may invite to participate in a procurement. There is no obligation for a local government to proceed in inviting written tenders following an EoI process.
This EoI was a complex process which commenced in late 2018. It involved significant collaboration and coordination between the Sub-Regional Waste Alliance and external advisers to invite and evaluate a potential sub-regional approach for resource recovery and/or waste disposal.
A confidential Evaluation Report has been drafted which details the process undertaken by the Sub-Regional Waste Alliance to invite and evaluate the EoIs received and identifies a shortlist of potential sub-regional solution types and respondents for each Council’s consideration. Further, a number of individual solutions have been identified that may be considered by individual Councils.

3. Champions Way, Willowbank - Truncation - Queensland Raceway
Council approved a development application over Lot 25 on RP217490 that was subject to multiple road upgrades along Champions Way and Paynes Road, Willowbank. The road upgrades were required to accommodate the increased levels of traffic caused by the development and linkage to major transport routes.
This required road widening on some corners of Champions Way and Paynes Road which impacted on three (3) council owned properties. Council provided landowner consent with the development application to allow the road widening to occur. One of the road widenings impacts on the Queensland Raceway leasehold land described as Lot 11 on SP108209.
The leaseholder of Queensland Raceway will not provide consent to the land taking of part of Lot 11 on SP108209.
The Executive Leadership Team and Council have discussed the three (3) options as set out in this briefing paper and in order to advance this matter it is recommended a committee report be put to the Governance and Transparency Committee in October. Property Services proposes Option 2 as the preferred option to resolve this matter.

Sixty five (65) hectares of significant conservation land at 73 O’Brien Lane, Grandchester is proposed for voluntary acquisition. It is proposed Ipswich Enviroplan program & levy funds be used to acquire this land. Acquisition aligns with Council’s environmental commitments within key strategic and governance documents including:
· Ipswich Nature Conservation Strategy 2015
· Ipswich Enviroplan Program & Levy Policy
· Enviroplan Capital Investment Strategy 2017-2022
The case for acquiring includes:
• Widens protection and extent of the Mount Grandchester Conservation Estate
• Increases the size of Council’s Natural Area Estate Network
• Increases nature-based recreation and visitor experience opportunities
• Secures and allows for active restoration of vegetation containing unique features and habitat areas for significant species such as koala
• Protects aboriginal cultural heritage landscape values and aesthetic values within the regionally significant Little Liverpool Range corridor
Enviroplan levy funds totalling $793,000 is required to purchase the land and implement immediate capital investment to make the site secure. This consists of:
· Immediate capital cost to secure the property - $115,000
· Expected total property purchase price including fees – $678,000*
*based on primary assessment and subject to negotiation
Acquisition is subject to a budget amendment requiring ‘draw-down’ funds from the existing Ipswich Enviroplan Levy reserve. Council approval and necessary financial delegation will be sought in order to implement this.
