2. Activation of Silver Jubilee Park - Spring Mountain
This is a report concerning the identification of appropriate sporting clubs and associations to be offered tenure at the soon to be completed sporting facility known as Silver Jubilee Park on Russell Luhrs Way, Spring Mountain.
Council has traditionally advertised via tender for a non-statutory Expression of Interest (EOI) within the open market to determine the most suitable club/s to activate our venues. Council’s Legal and Property Sections have advised that non-exclusive arrangements such as Licences and Permits do not require an EOI/Tender process because this type of tenure is not considered a disposal of land under the Local Government Regulation 2012 .
This non-statutory EOI process can take the form of Council directly contacting clubs who have expressed interest in the facility, or clubs that would be suitable to re-locate to the facility and inviting them to submit an application for tenure via a Seasonal Sporting Permit.
This approach will allow Council to strategically place the most appropriate sport and/or clubs at new open space and sports facilities to further support the appropriate provision, growth and development of sport across the city.

This is a report concerning the Ipswich Youth Advisory Council (IYAC) program.
IYAC is an Ipswich City Council youth development initiative for young people in the City of Ipswich, aged between 13 and 18 years of age. The goal of IYAC is to ensure Ipswich’s young people are heard on issues they care about and are empowered to undertake change-making initiatives across the city – designed by young people, for young people.
Identified within the Civic Participation and Leadership Pillar of the Community Development Strategy 2021-2026, Council’s goal is to explore the skills, aspirations, and strengths of young people by focusing on the promotion of positive experiences and developmental outcomes.

This is a report concerning the evaluation of the Active and Healthy program based on participant feedback received through a Shape Your Ipswich survey for the 2022 calendar year. Feedback on the program was positive, with many indicating positive impacts on physical, mental and social health outcomes. Participants indicated they would like to see more offerings in the program suite, and more activities offered in indoor locations.

This is a report concerning the Community Resilience Program, a community development initiative to help build the resilience of community centre leaders within the city. It is aimed to make our communities more resilient in the face of adverse events and disasters and further develop leadership across the neighbourhood and community centres.
Identified within the Capacity Building and Resilience Pillar of the Community Development Strategy 2021-2026, council’s goal is for community centres to be supported and connected, share knowledge and information, and deliver social programming to increase the resilience of the community in the event of a disaster.
