2. COVID-19 Social and Economic Monitoring Report Series
This report documents the series of monitoring reports published between June and October 2020 to help council estimate and monitor the social and economic impact of the COVID-19 pandemic and related restrictions in Ipswich.
The reports were prepared to support the work of Ipswich City Council’s COVID-19 Human Social and Economic Recovery (HSER) Working Group in planning for social and economic recovery.
As COVID-19 restrictions relax across Australia, some key data inputs used to inform the attached monitoring reports are winding back their release schedules. As such, the report dated 30 September 2020 represents the last of the monthly publications for council.
It largely refers to social and economic conditions in the month of August and for September Quarter 2020 (as available). The report suggests some improvement in the economic modelling for Ipswich for September Quarter relative to June Quarter estimates, and compared to select benchmarks (e.g. Queensland, Greater Brisbane Region, Brisbane LGA). Further findings are captured in the body of this council report and attachments.
Concerns and priorities for the Ipswich community are consistent with previous monitoring reports.
Based on a review of the available evidence to date, Ipswich City Council’s HSER Sub-Working Group has identified the following social and economic recovery priority areas for Ipswich:
· Social connection and wellbeing: considering issues including social isolation and mental health, disruption to community networks and social recreation, barriers to digital access and inclusion, community safety, particular impacts experienced by vulnerable members of the Ipswich community and/or local areas experiencing relatively greater hardship as a result of COVID-19.
· Service advocacy and collaboration: considering issues including community sector viability (resulting from disrupted operations and increased demand, changes and potential gaps in community support, knowledge sharing and coordination challenges).
· Workforce and financial capability: considering issues including unemployment and job instability, gaps in skills to secure local job outcomes, and increased potential for financial and housing stress.
· Industry bounce back and growth: considering key sector impacts including growth and adaptation opportunities, supply chain disruptions and local business needs.
Council initiatives aligned to these priority areas are and will continue to be captured as part of council’s operational reporting.

This is a report concerning the June to September community consultation findings undertaken to understand the current social impacts of COVID-19.
The report also highlights the anticipated longer-term social issues, if existing socio-economic disparity continues.
Overall the findings highlight that COVID-19 has exacerbated existing issues among Ipswich’s most disadvantaged, with job and income loss creating affordable living and wellbeing issues.
